Patricia is an attractive, tall, blue-eyed woman with the figure and bearing of someone who is self-confident and involved in regular intensive workouts. Her dark blonde hair is naturally wavy and hangs on her shoulders when casual, or tied up if wearing a work helmet. When casual she favours jeans and t-shirts or blouses, usually accompanied by a leather jacket. At work she is either in her ECPD uniform or wearing the S.T.A.R. Squad's protective uniform. She does not tend to wear much make-up as she both works out regularly and has a highly physical job, and claims make-up tends to be spoilt by sweat, but does wear some light make-up when on patrol duty or off duty.


Background

Origins, Education & ECPD Service

Patricia Hackman is the daughter of well-renown Police Commissioner Alexander Hackman. Growing up she idolised her father and was always with him, frequently accompanying him at work (when allowed) and always with him at home - usually practicing how to fire a handgun. It was to no-one's surprise that she chose to follow the family career in Law Enforcement as, in addition to her father, her mother and both her brothers were also in the police. She first graduated from Emerald City University with a bachelor's degree in Criminal Justice then joined the Emerald City Police Department, where she graduated from the Police Academy with distinction. At the academy she found discovered that she took to combat training with ease, probably due to good physicality, her father's defensive training, "and having two older brothers."

Patricia served on the force as a patrol and later motorcycle officer for three years, gaining a reputation for making good decisions, supporting her fellow officers and good physical and firearms performance both on the training range and in criminal encounters. Like her father, Patricia enjoyed being a uniformed officer and rejected the possibility of pursuing the detective route. Instead, after a recommendation by her Captain, she applied (to her father's chagrin) to the ECPD Special Weapons And Tactics (S.W.A.T.) division. Despite difficult entry requirements, relative lack of experience and heavy competition her application was accepted. She quickly proved to be fearless and capable and an asset to the team. She received additional cross-training, achieving certification in counter-sniping, hostage negotiations and vehicle control. In time she became a Sergeant and squad leader, and aided in squad training.

The Storm Breakers

When the Silver Storm hit, Emerald City suddenly became a dangerous place. The metahuman population suddenly went up, and with it so did violent crime - both thanks to villainous "stormers" (metahuman criminals who obtained their powers in the Silver Storm) and a notable rise in organised crime. Realising a need for a specialised team specifically trained to deal with the new Stormers threat, the Commission for Super-Human Affairs (CSHA) championed the creation of a Superhuman Tactics and Regulation (S.T.A.R.) squad - nicknamed "Storm Breakers" because their primary reason for formation was to counter the rise of villainous stormers. Commissioner Hackman and Mayor Talbot gave it their full support. Understanding that it would take time to train proper teams, and there being a clear and present need for them (especially as the Sentinels did not yet exist), the CSHA made the decision that for the first batch of S.T.A.R. officers they would retrain experienced ECPD and former military for the new S.T.A.R. squad and so actively sought to recruit from the ECPD S.W.A.T. and former military. As such Patricia and many of her S.W.A.T. team-mates were offered first opportunity to apply for the Storm Breakers, which Patricia (and most of her squad accepted (once again to her father's chagrin). The first unit, under the command of Captain David Wrath, were sent to Gotham city to train under their own (highly experienced) S.T.A.R. teams.

The Storm Breakers have been recently activated. Operationally, the Storm Breakers function much like her old S.W.A.T. unit. She works 5 days a week of active duty, usually as a normal patrol (motorcycle) officer, with one of those days dedicated to intense S.T.A.R. training (both personal and, as one of the instructors, training new Storm Breakers). As a Storm Breaker, she is on call 24/7, 365 days a year and expected to respond at any moment if called to duty. Whether off-duty or on patrol, at all possible haste she makes her way to the ECPD S.T.A.R. HQ whereby she is briefed by her Lieutenant and then deployed with her squad in the field. Although she is quite young, her S.W.A.T. experience and performance lead many to believe that when the Storm Breakers are expanded or a vacancy open, that she will be made a Lieutenant.

Personality

Patricia would describe herself as "an all-American gal" and anyone expecting a trained Storm Breaker to be have an amazonian temperament would be sorely disappointed. When off duty she is even-tempered, amiable and friendly; quick to laugh and enjoy a joke or a beer with friends (most of whom are Storm Breakers) or family, or equally happy just watching the tv or a movie. When commented that this seems boring, she says her job gives her excitement enough. She is passionate about sports and enjoys spending time on the shooting range, participating in or watching sporting activities, or cruising on her Harley-Davidson Night Rod. She participates in a weekly ECPD community outreach programme (which she started, but has not officially run since she joined S.W.A.T. as she may be called out during a class), whereby some off-duty ECPD officers teach self-defence classes for women (although aimed at helping women protect themselves, the programme has been known to allow men to join).

On-duty, however, her personality is visibly different. She becomes "all business" and drives her squadmates and trainees hard both in the field and in training, chastising them (for their own good) when they make mistakes. She is equally willing to chastise herself when she believes she has made a mistake. She does this because she believes that although highly trained, the Storm Breakers as a whole are a new unit called upon to regularly face extreme danger. She is acutely aware of the risks and responsibilities involved - and is very protective of her team-mates (on and off combat duty). Although her manner can seem more assertive, she is naturally compassionate and even-tempered person who, despite her impressive combat skills, is slow to violence.

Motivation: Justice

As a Storm Breaker, Patricia is dedicated to the cause of justice and protection of Emerald City. Like her father, she has a reputation for being incorruptible and firmly believes that the primary role of any police officer (whether patrol, S.W.A.T. or S.T.A.R.) is "to protect and to serve" and that, if possible, any situation should ideally try to be resolved without violence.

Secret Identity

Patricia has not got a secret identity per se. Anyone can quickly Google her name and find out her career history and occupation and has received enough commendations, medals and awards (and a famous father) that her name is quite known. Like most S.W.A.T. and S.T.A.R. officers, however, when in the field she usually wears a nomex mask which conceals her identity.

Other Notes

"Skinny"

Whilst her friends and family usually call her "Trish" most of her work colleagues call her by her surname. Recently, because of her firearms accuracy Captain Wrath, the Storm Breaker's Commander, gave her the moniker "Skinny" - a common nickname for snipers in the U.S. Army of which he was formerly a Major. She grumbles outwardly, but actually quite likes it when her squadmates call her this (when off-duty), but doesn't take it well when called that by those who aren't fellow Storm Breakers (even other police officers).

Combat Style

Patricia is a master markswoman and can regularly perform shots with ease that would be beyond the ability of most others. As could be expected, in combat she therefore relies primarily on her ability with firearms. As the marksman for her squad, she is usually equipped with a Colt AR-15 Assault Rifle when on duty, or a Colt M4A1 Carbine, depending on the environment (most Storm Breakers are armed with Heckler & Koch UMPs). She uses this to good effect, firing from defensive positions using her weapon's range and rate of fire to her advantage. If her primary weapons are unavailable, she has a pair of Glock 21 SFs she can fall back on (one of which she takes with her even when off duty). She prioritises protection of innocents and her team-mates over "nailing the bad guy" and is a good team player and squad leader.

He deadly marksmanship skills sometimes cause villains to underestimate her. If approached in close-combat, she proves to be nearly as deadly, using her Krav Maga skills to good effect in unarmed combat, or if she needs a bit more power will use her standard-issue baton.

Whether with firearms, baton or unarmed, Patricia fights to incapacitate, not kill, and only shoots to kill when there is a clear and present danger to civilian lives (or that of her team).


Social Style

Patricia has little tolerance for wise-asses and hotshots and won't brook any lack of discipline. Fortunately these are not traits of people who would typically get into either S.W.A.T. or S.T.A.R. teams, but can still be commonly encountered elsewhere, even in the ECPD. As such the best way to curry favour with her is to show the ability to be a team worker and put others' well-being before your own. Showing interest in sporting activities that she enjoys and not being a horndog also helps.

Patricia has a strong sense of personal discipline and honour - something that she claims runs in her family. Despite her father being the Commissioner of Police she claims that she has never in her life taken advantage of that fact. She is proud of the fact that she has worked hard all her life to be in excellent physical shape and get to where she is by training hard and having an exemplary service record. Anyone who attempts to slight those achievements to insinuations/accusations that she has achieved only due to riding her father's coat-tails is a very good way to get her enmity.

Commissioner Hackman is Patricia's famous father - a life-long police officer with an exemplary service record, who has been the Police Commissioner for 19 years (since Amanda Talbot resigned as Police Commissioner to become Mayor, and supported him to succeed her).

Patricia and her father are very close and when they have free time (which is not common due to the time requirements of both their jobs) spend a lot of time together, either at the gun range or simply relaxing in the yard having a few beers whilst watching the latest football game on the television.

Captain David Wrath, "Storm Breakers" Commander

Captain Wrath is a former U.S. Army Mayor who was recently appointed as Commander of the ECPD's new Superhuman Tactics and Regulation (S.T.A.R.) "Storm Breakers" squad. Whilst an experienced soldier, he has not been in Law Enforcement long and as such leans heavily on his Lieutenants and Patricia for police-related advise. As he works closely with Commissioner Hackman, Patricia is often stuck as an intermediary.

Patricia has a lot of respect for her Commander and it appears reciprocated - it is an open secret that Wrath would like to see Patricia become a Lieutenant soon and is grooming her for the post. It was Wrath who gave Patricia the nickname "Skinny" which has stuck (and even her father calls her that now).

Patricia has no superpowers, but due to hard work and intense training has various talents:

  • Keen Combat senses: Patricia's visual acuity is extremely sharp. She can take a quick glance into a room and describe the exactly layout of the room and its occupants with perfect detail. As would be expected by a sharpshooter, her long-range perception is better honed than that of normal people.
  • Master Markswoman: Patricia is very skilled with a wide range of firearms and capable of shooting an egg at 500 yards with ease.
